2020-2021 Term

2020 President: Matthew Bisner, '22

Matthew Bisner served as the Judicial Council President from April 1, 2020, to January 20, 2021, resigning before the end of the term to successfully run for the office of Student Body Vice President. As Judicial Council President, Matthew nominated and presided over Parliamentarian Thomas Davis II, Vice President of Elections David Haungs, and Vice President of Peer Advocacy Tiffany Pages-Sanchez. While a Notre Dame undergraduate, Matthew resided in Keenan Hall and majored in Political Science and Peace Studies, with a minor in Gender Studies.

Before assuming his role as Judicial Council President, Matthew served as a member of the Election Committee for the 2018-2019 term, and as the Judicial Council Vice President of Elections for the 2019-2020 term. On March 31, 2020, Matthew was nominated to serve as Judicial Council President by Halena Hadi—Matthew's predecessor and the 2019-2020 Judicial Council President—and was confirmed by a unanimous vote of the Student Senate. As President, Matthew oversaw a branch-by-branch constitutional evaluation, constitutional amendments to establish concise and consolidated electoral regulations, and clean and transparent elections. 

In recognition and appreciation of "their dedication and contribution to the University of Notre Dame du Lac," the Student Senate granted Matthew the title of Judicial Council President Emeritus on February 23, 2022. In addition, Matthew was the 2022 recipient of the prestigious Irish Clover Award, bestowed anually "to two outstanding members of the Notre Dame community for exemplary service to the student body" (Art. XVII,  §1(a) of the Constitution). Above all, Matthew is remembered for strong dedication to the Notre Dame Student Union and improving solidarity and equity among the student body. 

Today, Matthew is a Forestry Technician with the U.S. Forest Service in Mississippi.

2021 President: Thomas Davis II, '22

Thomas Davis II served as the Judicial Council President from January 27, 2021, to April 1, 2022, after the resignation of Matthew Bisner. As President, Thomas presided over Vice President of Elections David Haungs, and Vice President of Peer Advocacy Tiffany Pages-Sanchez, and nominated Parliamentarian Madison Nemeth. While a Notre Dame undergraduate, Thomas resided in Dunne Hall and majored in Economics with minors in Computing & Digital Technologies and Theology. 

Before assuming the role of Judicial Council President, Thomas served as the Student Union Parliamentarian for the 2019-2020 term, and again for a second 2020-2021 until cut short by his assumption of the role of Judicial Council President. On January 21, 2021, Thomas was nominated to serve as Judicial Council President by the Officers of the Judicial Council and was confirmed by a unanimous vote of the Student Senate. As President, Thomas engaged in outreach to gauge student opinion on varying provisions of the constitution, and ensured strong leadership and continuity over an unexpected transition. 

On March 10, 2021, Thomas successfully nominated David Haungs as his successor, and would continue to serve as President of the Off Campus Council over the course of his Senior year. In recognition and appreciation of "his dedication and contribution to the University of Notre Dame du Lac," the Student Senate granted Thomas the title of Judicial Council President Emeritus on February 23, 2022. In addition, Thomas was the 2022 recipient of the prestigious Michael J. Palumbo Award, bestowed anually to "a member of the undergraduate student body for outstanding service and dedication to the Notre Dame Student Union" (Art. XVII, §2(a) of the Constitution). Above all, Thomas is remembered for his outstanding dedication to the Notre Dame Student Union and continued service to simplify and improve the Constitution. 

Today, Thomas serves as a Federal Law Enforcement Budget & Personnel Analyst with Deloitte. 

2020 Parliamentarian: Madison Nemeth, '23

On January 27, 2021, Thomas Davis II successfully nominated Madison Nemeth to serve as the Student Union Parliamentarian. Madison served as Parliamentarian between April 8, 2021 to April 1, 2022, having previously served as the Johnson Family Hall Senator a member of the Committee on the Constitution for the 2020-2021 term. As Parliamentarian, Madison engaged in a process of constitutional and bylaws reform. While a Notre Dame undergraduate, Madison resided in Johnson Family Hall and majored Political Science and Africana Studies with a minor in Education, Schooling, and Society.

On February 23, 2022, Madison was nominated to the role of 2022-2023 Judicial Council President by President David Haungs and confirmed by a unanimous vote of the Senate.

Today, Madison serves as an English teacher, instructing 6th Grade students in English.

Vice-President of Elections: David Haungs, '23

On April 29, 2020, Matthew Bisner successfully nominated David Haungs to serve as the Judicial Council Vice President of Elections. David served as Vice President of Elections between April 29, 2020, to April 1, 2021, having previously served as a member of the Election Committee for the 2019-2020 term. As Vice President of Elections, David oversaw transparent and highly engaging elections and the reform and simplification of electoral rules. While a Notre Dame undergraduate, David resided in Keough Hall and majored in Chemestry and Political Science. 

On March 10, 2021, David was nominated to the role of 2021-2022 Judicial Council President by President Thomas Davis II and confirmed by a unanimous vote of the Senate.

Vice-President of Peer-Advocacy: Tiffany Pages-Sanchez, '21

On April 29, 2020, Matthew Bisner successfully nominated Tiffany Pages-Sanchez to serve as the Judicial Council Vice President of Peer Advocacy. Tiffany served as Vice President of Peer Advocacy between April 29, 2020 to April 1, 2021, having previously served a member of the Junior Class Council for the 2019-2020 term, and a Peer Advocate for a three year term lasting between 2017-2020. As Vice President of Peer Advocacy, Tiffany worked to support students accused of violating the Notre Dame's standards of conduct. While a Notre Dame undergraduate, Tiffany resided in Flaherty Hall and majored in Accountancy and Political Science. 

Today, Tiffany is a J. D. Candidate at the University of Chicago Law School.
